America Will Always Lose Russia’s Tit-for-Tat Spy Games

A recent BuzzFeed article outlined behind-the-scenes efforts by Russian and American diplomats to end the tit-for-tat expulsion of embassy personnel between the two sides. Reports say American officials are reacting positively to Moscow’s signals to end the feud and are looking to “turn the page” and improve relations.

While nobody should be against efforts to improve relations, let’s not fool ourselves as to who came out ahead in this contest. “Ending the feud” is exactly what the Russians want — because they won. The United States lost far more from the expulsions than Russia, and, worse, it acceded to a long-sought-after and long-rejected Russian demand that all interactions conform to the practice of parity. In fact, there’s a pattern that I observed during my years in the CIA: In 2016 — as in 2001, 1994, and 1986 — the United States tried to punish Russia but mishandled the effort, eventually cried uncle, and left Russia in a better position than when it started.

Let’s recap the most recent effort to “punish” Russia.

As we now know, Russia utilized a multipronged attack to destabilize our democratic system and damage our leadership abroad during the 2016 presidential election. We are learning more every day about the scale and audaciousness of the trespass, and it continues to disrupt our political process. Denis McDonough, former President Barack Obama’s chief of staff, characterized the effort as an attack on the “heart of our system.” Some observers have even called it the “crime of the century,” and Virginia Sen. Mark Warner described his efforts to uncover the attack as “very well … the most important thing I do in my public life.”

What consequences did the Kremlin face for its brazen assault on our system?

Following a flurry of expulsions, both sides have settled on a position as outlined in an Aug. 31 State Department statement, titled “Achieving Parity in Diplomatic Missions,” that seeks to lock in the status quo and focus on efforts to improve relations.

Our mission in Moscow housed almost 1,800 people in 2006 but now has only 455. President Barack Obama cut Russia’s missions in the United States from 490 to 455. Since Russia refuses to hire Americans to work in its diplomatic facilities, the most powerful country in the world has fewer Americans in Russia than Russia has diplomats in the United States. Russia also maintains more diplomatic missions in the United States. Further, Russia finally achieved a long-sought demand that the two sides treat all interactions through the prism of reciprocity. All previous U.S. administrations have rejected this effort as part of Russia’s effort to force the United States and other interlocutors to accept a world of coequal spheres of influence.

That is, we lost.

The C.I.A.’s Fake News Campaign

Russia’s crafty campaign to hack the 2016 election may seem unprecedented, but in a way it’s not. Sure, secret agents and front groups have hacked email systems, dumped documents on WikiLeaks, paid an army of internet trolls and spent thousands buying political ads on social media. It all seems new because the technologies are new. But it’s not the first time a government tried to mess with our heads by manipulating our media.

In fact, for more than two decades during the Cold War, the public was bombarded by an enormous publicity campaign to shape American views of Russia and its foreign policy. Advertisements appeared on every TV network, on radio stations across the country and in hundreds of newspapers. The campaign may have been the largest and most consistent source of political advertising in American history. And it was orchestrated by a big, powerful intelligence service: the Central Intelligence Agency.

It all began as a cover story. As the Cold War was getting underway, the C.I.A. wanted to take the fight into Russia’s backyard. So, in 1950, it created Radio Free Europe, a government-sponsored broadcasting station. Ostensibly, it provided unbiased news for Eastern Europeans, but in fact the agency used it to wage a subversive campaign to weaken Communist governments behind the Iron Curtain.

But how to hide the agency’s hand? How to account for the millions of C.I.A. dollars pouring into the broadcasting station? Simple: pretend that ordinary Americans are paying the bills.

The C.I.A.’s freewheeling spymaster, Frank Wisner, created a well-heeled and well-connected front group, the National Committee for a Free Europe. Each year it ran an enormous fund-raising campaign called the Crusade for Freedom (later renamed the Radio Free Europe Fund) that implored Americans to donate “freedom dollars” to combat Kremlin lies, complete with annual appeals resembling a hybrid of World War II war bond campaigns and contemporary NPR pledge drives.

Every president from Harry Truman to Richard Nixon endorsed the campaign. So did hundreds of governors, mayors, celebrities, editors and executives. Entertainers like Ronald Reagan, Rock Hudson, Jerry Lewis and the Kingston Trio pleaded for donations on radio and television. The Hollywood producers Darryl Zanuck and Cecil B. DeMille amplified those messages, as did powerful media figures like Bill Paley, the president of CBS; C. D. Jackson, the publisher of Fortune; and the media mogul Henry Luce. Even newspaper delivery boys played a part, soliciting donations from subscribers on their paper routes.

Then there was the Ad Council, the same industry organization that turned Smokey Bear into a cultural icon. The council sponsored the crusade as a public service, arranging for broadcasters to run ads without charge. The Ad Council’s sponsorship translated into as much as $2 billion worth of free advertising over the campaign’s history, in 2017 dollars.

The message was simple: Russia was aggressive; Communism was awful. The enemy couldn’t be trusted. Typical ads conveyed a brutalized vision of life behind the Iron Curtain: “a strip of Communist-controlled hell-on-earth,” one read. Donating a few bucks would save Czechs, Poles, Hungarians and others from this tyranny. Many thousands of Americans took the bait. They dutifully wrote checks to Radio Free Europe, and their contributions were magnified by gifts from many of the country’s biggest corporations, yielding, on average, about $1 million annually.

It wasn’t enough: The donations barely covered the cost of running the “fund-raising drives,” to say nothing of Radio Free Europe’s $30 million annual budgets. But that wasn’t the point.

Declassified documents reveal that almost from the start, the C.I.A. saw that it could exploit the fund-raising campaign as a conduit for domestic propaganda. It was a way to rally public support for the Cold War by dramatizing Communist repression and stoking fears of a worldwide menace. The plight of Eastern Europe brought moral clarity to the Cold War, and it cemented the region as a vital national interest in American domestic politics.

Its impact outlived the campaign itself. Even though the pleas for donations ended in 1971, when the C.I.A. was exposed and stopped funding the station, they cemented anti-Communist hostility that animated conservative opposition to détente in the 1970s. It provided the leitmotif for Reagan’s denunciations of the “evil empire” in the 1980s. One can even hear echoes in Donald Trump’s recent speech to the United Nations: His long digression on the evils of socialism seems drawn from the heated rhetoric of ads gone by.

So, too, does our post-truth media environment carry voices from this past. The crusade blasted all information from enemy sources as lies and deceit — fake news, we could say. This counter-propaganda sought to inoculate the public from being receptive to anything said by the other side. It’s a tactic we’ve seen play out in real time on the president’s Twitter feed.

And almost certainly, Radio Free Europe itself — which continues to operate out of its headquarters in Prague — has shaped Vladimir Putin’s worldview. Russia has long tried to claim Eastern Europe as its sphere of influence. Moscow hated the station for its meddling. As a K.G.B. officer, Mr. Putin no doubt spent many hours fretting over its activities in the Soviet bloc. It was a major irritant. He may even see the 2016 election hack as a way to even the score. If so, it’s payback indeed.

Neocons Leverage Trump-Hate for More Wars

Exclusive: The enactment of new sanctions against Russia and Iran – with the support of nearly all Democrats and Republicans in Congress – shows how the warmongering neocons again have come out on top, reports Robert Parry.

A savvy Washington observer once told me that the political reality about the neoconservatives is that they alone couldn’t win you a single precinct in the United States. But both Republicans and Democrats still line up to gain neocon support or at least neocon acceptance.
Part of the reason for this paradox is the degree of dominance that the neoconservatives have established in the national news media – as op-ed writers and TV commentators – and the neocon ties to the Israel Lobby that is famous for showering contributions on favored politicians and on the opponents of those not favored.

Since the neocons’ emergence as big-time foreign policy players in the Reagan administration, they also have demonstrated extraordinary resilience, receiving a steady flow of money often through U.S. government-funded grants from organizations such as the National Endowment for Democracy and through donations from military contractors to hawkish neocon think tanks.

But neocons’ most astonishing success over the past year may have been how they have pulled liberals and even some progressives into the neocon strategies for war and more war, largely by exploiting the Left’s disgust with President Trump.

People who would normally favor international cooperation toward peaceful resolution of conflicts have joined the neocons in ratcheting up global tensions and making progress toward peace far more difficult.

The provocative “Countering America’s Adversaries Through Sanctions Act,” which imposes sanctions on Russia, Iran and North Korea while tying President Trump’s hands in removing those penalties, passed the Congress without a single Democrat voting no.

The only dissenting votes came from three Republican House members – Justin Amash of Michigan, Jimmy Duncan of Tennessee, and Thomas Massie of Kentucky – and from Republican Rand Paul of Kentucky and Independent Bernie Sanders of Vermont in the Senate.

In other words, every Democrat present for the vote adopted the neocon position of escalating tensions with Russia and Iran. The new sanctions appear to close off hopes for a détente with Russia and may torpedo the nuclear agreement with Iran, which would put the bomb-bomb-bomb option back on the table just where the neocons want it.

Early last August, an envelope with extraordinary handling restrictions arrived at the White House. Sent by courier from the CIA, it carried “eyes only” instructions that its contents be shown to just four people: President Barack Obama and three senior aides.

Inside was an intelligence bombshell, a report drawn from sourcing deep inside the Russian government that detailed Russian President Vladi­mir Putin’s direct involvement in a cyber campaign to disrupt and discredit the U.S. presidential race.

But it went further. The intelligence captured Putin’s specific instructions on the operation’s audacious objectives — defeat or at least damage the Democratic nominee, Hillary Clinton, and help elect her opponent, Donald Trump.

At that point, the outlines of the Russian assault on the U.S. election were increasingly apparent. Hackers with ties to Russian intelligence services had been rummaging through Democratic Party computer networks, as well as some Republican systems, for more than a year. In July, the FBI had opened an investigation of contacts between Russian officials and Trump associates. And on July 22, nearly 20,000 emails stolen from the Democratic National Committee were dumped online by WikiLeaks.


CIA Director John Brennan first alerts the White House in early August that Russian President Vladimir Putin had ordered an operation to defeat or at least damage Hillary Clinton and help elect her opponent, Donald Trump.

The president instructs aides to assess vulnerabilities in the election system and get agencies to agree on the intelligence that Putin was seeking to influence the election.


Brennan calls Alexander Bortnikov, the director of Russia’s main security agency, and warns him about interfering in the U.S. presidential election.

Homeland Security Secretary Jeh Johnson’s efforts to secure the U.S. voting systems run aground when some state officials reject his plan, calling it a federal takeover.

В Сирии есть две категории бомб – хорошая бомба и плохая. Хорошая бомба – это бомба американо-европейской коалиции, плохая – это бомба России…

Американо-европейская бомба – сама деликатность: она точно падает на боевиков ИГИЛ, не причиняя никакого ущерба окружающим. Она щадит женщин и детей, находящихся в здании, где прячутся джихадисты. Вот, например, автомобиль: в нем находятся один джихадист, несколько женщин в паранджах, а также – полдюжины малолетних сирийцев.

Американо-европейская бомба не станет грубо взрываться и убивать невинных: она сконцентрирует всю свою мощь на джихадисте. Другие пассажиры выйдут из машины лишь с небольшими царапинами. Хирургически точная американо-европейская бомба является образцом по соблюдению прав человека. Посмотрите, как на рынках она избегает мест, где собираются матери семейств, поражая лишь скопления злых бородачей, торгующих “Калашниковыми”.

Американо-европейская бомба – волшебный результат 20 веков развития западной культуры. Не хватает газетной полосы, чтобы описать различные экологические аспекты этой бомбы, которая с уважением относятся к окружающей среде.

Русская бомба – дочь 70 лет слепого коммунистического террора, падает куда угодно и на кого угодно, запускаемая с пьяного военного корабля, сбрасываемая с допотопного самолета пилотом-психопатом, она стирает с карт мирные города и невинные деревни.

Русской бомбе плевать на сирийский народ, под предлогом его спасения от терроризма она разрушает школы и госпитали, детские ясли, дома престарелых. Ей нет дела, что перед ней, стало овец или дом отдыха.

Там, где американо-европейская бомба пощадит животных и отдыхающих, ударив лишь по боевикам-исламистам и уничтожив их одного за другим с терпением и точностью белошвейки, русская бомба упадет со смертельной силой, разрывая на части овец и отдыхающих.

Разве не показательно, что сами сирийцы просят, чтобы американо-европейские бомбардировки не прекращались и даже продолжались уже после подписания мирных соглашений, ибо они не хотят забывать об их точности, мягкости, интеллигентности.


“Майдановка” — это болезнь?..

Сначала мне было смешно. После примерно пяти минут просмотра мне стало страшно за парня.

Хорошо, что попался всего один человек…

Поскольку видео оказалось у Шария, я понял, что с парнем ничего плохого не случилось.

Надеюсь на это…


Накануне 9 мая киевлянам посоветовали не выходить зря на улицы, так как Великая Отечественная — это была не война Украины. Украина была жертвой тоталитаризма. Сидите дома, придурки. Но люди выйдут, я уверена.

Иду смотреть, как празднует Киев. На аллее Славы раздавали георгиевские ленты, но правосеки устроили потасовку. Ленты раздавать перестали.

Киев наводнен камуфляжным мурлом. Это поразительно: отмечать День Победы под присмотром потомков коллаборантов! В кошмаре не придумаешь. Но тут придумали.

Вечный огонь утопает в цветах. Люди идут и идут, без всякой символики, просто так. Впечатления: пустые коробки на Крещатике, бредущие по бокам ветераны, которым не дали пройти парадом, и обилие искусственных маков. Хозяева как бы дают понять: «Мы вам разрешаем тут немного погулять и поотмечать ваш колорадский праздник. А больше — ни- ни».

По данным соцопросов, 70 процентов граждан страны были против законов о десоветизации, столько же — против отмены термина «Великая Отечественная война». Победила демократия, как вы понимаете. Еще одна сокрушительная победа.

Ночью пидлиткы (подростки) разбили мемориальную доску Георгию Жукову. Их пожурили. Вот когда они состарятся, что расскажут внукам? «Слушай меня, внук, а я памятники кувалдой разбивал. За ночь мог сразу три, во как».



Как тут жить, как работать? Медсестра Надя сегодня мне сказала, что таким как я «надо разбивать тупые головы об стены», потому что я, якобы, против Украины. Сказала она мне на чистом русском языке, с легким украинским акцентом. А я вообще никогда с ней на политические темы не говорила.

Начальство передо мной извинилось (потому что в медицине некому работать), но кричало:

— Меня из за вас люстрируют, люстрируют! Потому что я ваш начальник. А вы отделаетесь, отделаетесь и ищи вас потом, свищи!

Вот такие настроения в профессиональной среде.

В рамках проводимой люстрации уволили главного врача ЦРП Святошинского района Киева. Все обошлось без мусорного бака. Я лично знакома с ним. Нормальный мужик, нормальный, толковый организатор. Работал при всех президентах и помогал людям чем мог, в условиях полнейшей нищеты. Все сотрудники в шоке.

This paper shows that the Maidan massacre of the protestors and the police on February 20, 2014 involved the far right and oligarchic parties, and it was a key element of the violent overthrow of the corrupt and oligarchic but democratically elected government in Ukraine. The study is based on a theoretical framework of rational choice and Weberian theory of instrumentally-rational action and analysis of a large volume of different sources of publicly available evidence. The various kinds of evidence analyzed from such a theoretical perspective indicate that armed groups and the leadership of the far right organizations, such as the Right Sector and Svoboda, and oligarchic parties, such as Fatherland, were directly or indirectly involved in various capacities in this massacre of the protesters and the police. This mass killing was a successful false flag operation, which was organized and conducted by elements of the Maidan leadership and concealed armed groups in order to win the asymmetric conflict during the
“Euromaidan” and seize power in Ukraine. This study also provides a rational explanation for
the failure of the government investigation to find and prosecute those directly involved in this mass killing and for falsification of the investigation. However, specific nature and degree of the involvement of each of these political organizations and specific leaders and armed protesters remains unclear. Such a false flag massacre by its nature could have been organized and successfully carried out only by a small number of Maidan leaders and protesters. The absolute
majority of the Maidan protesters, activists, members, and supporters of the “Euromaidan” mass
protests and parties that led these protests, including the victims among the protestors, were not aware about the actual organizers and perpetrators of this politically motivated murder and not involved in any other way in this mass killing. The study shows that concealed armed Maidan groups, which were based in particular in Music Conservatory and the Trade Union buildings, started the massacre in the early morning on February 20 by targeting Berkut and Internal Troops units on the Maidan itself with live ammunition fire, inflicting their mass casualties, and forcing them to retreat. Then the armed Maidan groups, in particular the same ones, massacred the unsuspecting Maidan protestors from concealed positions. The analysis of circumstances, timing, and locations of specific killings of 49 protestors presents evidence that almost all of them were killed from the Maidan-controlled buildings and locations, in particular the Hotel Ukraine and Zhovtnevyi Palace. This study presents direct evidence, such as videos, photos, and witness testimonies, concerning groups of the Maidan

” in these buildings
and their shooting from these positions in the directions of the protesters at the same time when the protesters were killed and wounded from these directions from the same caliber and types of weapons.

64 The other evidence includes the following: the Maidan leaders gaining power as a result of the massacre; loss of power and flight by President Yanukovych and his other top government officials from Kyiv February 21, 2014 and then from Ukraine; Maidan protesters sent under deadly fire into positions of no important value and then being killed wave by wave from unexpected directions; and failure of the armed Maidan groups and Maidan leaders to target, neutralize and capture these snipers in buildings under the Maidan control or on their territory. Similarly, snipers killing unarmed protesters and targeting foreign journalists but not Maidan leaders, armed Maidan groups, the Maidan Self-Defense and the Right Sector headquarters, the Maidan stage, and pro-Maidan journalists become rational. The seemingly irrational mass killing of the Maidan protesters and the police on February 20, 2014 turns to be rational from self-interest based perspectives of rational choice and Weberian theories of instrumentally-rational action. The new government that came to power largely as a result of the massacre falsified its investigation, while the Ukrainian media helped to misrepresent this mass killing of the protesters and the police. The analysis found that Berkut
was shooting at the Maidan “snipers” and as warning to stop unarmed protesters, but it cannot
exclude that the police killed or wounded some of the protesters, specifically armed ones, on February 20 because of lack of information about killings of a few protestors. No reliable
evidence about “third force” foreign snipers or organizers of the massacre
has been found. This academic investigation also brings new important questions that need to be addressed. Because of various evidence of US government backing of the Maidan opposition, its involvement in the Maidan government selection and policy decisions, and its past record of supporting or organizing regime change in other countries, additional research is needed to examine if there was any involvement of the US government in the violent overthrow of the Ukrainian government.
This study puts “Euromaidan” and the violent conflict in Ukraine into a new perspective.
While the massacre of the protestors and the police was rational from a rational choice or instrumentally rational theoretical perspective, this mass killing not only ended many human lives but also undermined democracy, human rights, and the rule of law in Ukraine. The massacre of the protesters and the police was a key part of the violent overthrow of the government in Ukraine and a major human rights crime. This violent overthrow constituted an undemocratic change of government. It gave start to a large-scale violent conflict that turned into a civil war in Eastern Ukraine, to a Russian military intervention in support of separatists in Crimea and Donbas, and to a de-facto break-up of Ukraine. The violent overthrow of the Ukrainian government also escalated an international conflict between the West and Russia over Ukraine.

Политики и общественные деятели единогласно осудили атаки джихадистов в самом сердце Франции. Со страниц западных изданий слышатся призывы немедленно наказать международных террористов, где бы они ни находились, во имя ценностей свободного мира. Такое единодушие не всегда было присуще европейским и американским СМИ, которые достаточно неоднозначно освещали аналогичные трагедии в России. Ruposters вспомнил, что писали западные СМИ по следам террористических атак, которые сотрясали Европу и Россию.
