Part 1: Hobbled by old, incompatible computer systems, the Defense Department’s payroll bureaucracy inflicts punishing errors on America’s warriors

EL PASO, Texas – As Christmas 2011 approached, U.S. Army medic Shawn Aiken was once again locked in desperate battle with a formidable foe. Not insurgents in Iraq, or Taliban fighters in Afghanistan – enemies he had already encountered with distinguished bravery.

This time, he was up against the U.S. Defense Department.

Aiken, then 30 years old, was in his second month of physical and psychological reconstruction at Fort Bliss in El Paso, Texas, after two tours of combat duty had left him shattered. His war-related afflictions included traumatic brain injury, severe post-traumatic stress disorder (PTSD), abnormal eye movements due to nerve damage, chronic pain, and a hip injury.

But the problem that loomed largest that holiday season was different. Aiken had no money. The Defense Department was withholding big chunks of his pay. It had started that October, when he received $2,337.56, instead of his normal monthly take-home pay of about $3,300. He quickly raised the issue with staff. It only got worse. For all of December, his pay came to $117.99.

All Aiken knew was that the Defense Department was taking back money it claimed he owed. Beyond that, “they couldn’t even tell me what the debts were from,” he says.

At the time, Aiken was living off base with his fiancee, Monica, and her toddler daughter, while sharing custody of his two children with his ex-wife. As their money dwindled, the couple began hitting church-run food pantries. Aiken took out an Army Emergency Relief Loan to cover expenses of their December move into a new apartment. At Christmas, Operation Santa Claus provided the family with presents – one for each child, per the charity’s rules.

Eventually, they began pawning their possessions – jewelry, games, an iPhone, and even the medic bag Aiken used when saving lives in Afghanistan. The couple was desperate from “just not knowing where food’s going to come from,” he says. “They just hit one button and they take your whole paycheck away. And then you have to fight to get the money back.”

Russia and Ukraine are about to test the boundaries of sovereign-debt litigation in a dispute that could have far-reaching implications for government bailouts the world over.

The neighbors are vowing to fight each other in a London court over a $3 billion bond Vladimir Putin bought to reward his Ukrainian ally, Viktor Yanukovych, for rejecting closer trade ties with the European Union two years ago. That move fueled the protests in Kiev that led to Yanukovych’s ouster, Putin’s annexation of Crimea and an insurgency that’s killed 8,000 people.

Ukraine’s government, on life support from the International Monetary Fund, gave Russia until Thursday to agree to the same writedown and extension that Franklin Templeton, which manages the largest U.S. overseas bond fund, and other creditors accepted this month. Russia has refused to negotiate and is shopping for a law firm to file suit as soon as Ukraine makes good on its threat to default when the bond comes due Dec. 20.

“This issue will go to court, there’s no other way around it,” said Christopher Granville, a former U.K. diplomat in Moscow who runs Trusted Sources research group in London. “There’s no way Russia will remain under financial sanctions from the U.S. government and accept the same terms as Franklin Templeton.”

Unusual Bond

The bond is unusual for a state-to-state loan. It was drafted as a commercial instrument under English law, meaning any dispute will be settled by a judge in the U.K. It also contains a clause designed to prevent Ukraine from offsetting its debt due to damages inflicted by Russia, such as the annexation of Crimea, which President Petro Poroshenko plans to seek compensation for.

Там еще недавно Шарий деньги собирал у народа, не указав на что, полагаю, что именно для этого. Хотел выкупить, но сумма уж очень большая.

По поводу разных фондов в будущее…

Очень любопытный пост. Как я понимаю, Российский Фонд тоже из той же серии.

Надо сказать, что для меня “Фонд будущих поколений”, а равно “Стабилизационный фонд”, “Резервный фонд” и любые их клоны, размещаемые где угодно, но только не на той территории, которую предполагается стабилизировать и развивать для будущих поколений – непереводимая игра слов.

Будущие поколения традиционно хотят самореализоваться и быть полезным и нужным. Хотят, чтобы у них был выбор между несколькими направлениями науки и техники, несколькими рабочими местами. Стабилизационный фонд разумнее всего накапливать на той территории, которую предполагается стабилизировать, причем не в виде стопки бумажек, которые завтра могут оказаться макулатурой, а в виде дорог, мостов, высокотехнологичных производств и научных разработок, имеющих конкретное прикладное применение.

У Вас есть лишние сегодня деньги? Вложите в фундаментальные научные исследования, которые как раз дадут результат, когда родившиеся сегодня будут вставать на крыло. Хотите сделать долгосрочные вложения? Посадите дубовый лес, который уже сейчас стоит в Европе 1 млн за гектар. 1 000 гектаров дубрав – миллиард баксов для будущих поколения через 100 – 200 лет. Чем не вложения?

Мне кажется, очень правильные размышления.

У меня есть знакомый американец, который ушел на пенсию в 56 лет. Или даже раньше, могу ошибаться. Ушел из очень хорошей компании, если точнее, то уходил он на пенсию из компании Nike, с позиции менеджера. Может быть кто-то не знает, но головной офис компании находится как раз у нас, в Портланде. Точнее, находится он в городе Beaverton, но, это все равно как в Портланде. Кстати, Президент Обама месяц назад приезжал как раз в Nike. Когда мой друг уходил на пенсию, я спросил его, на что он будет жить? Он сказал, что будущее обеспечено. Осталось дождаться только того момента, когда можно будет жить на те деньги, которые он получил при уходе на пенсию. Там была какая-то причина, по которой он не мог брать деньги в тот момент и более того, не будет иметь возможности жить на те средства, до достижения какого-то возраста. Точнее, он мог бы это делать, но терял бы очень много на процентах отходящих к Государству, если я не ошибаюсь.

Но, — сказал он мне тогда, — я совсем не беспокоюсь, потому что средства вложены в разные ценные бумаги так, что если даже какая-то одна компания, в ценные бумаги которой вложены его средства, разорится, то все равно потеряет он не очень много.

…А потом грянул 2008-ой год.

Теперь он опять работает, хотя и силы уже не те. Но по-иному невозможно, потому что потеряно в том кризисе было почти все.

Россия собирает золото…

Примерно так называется статья из газеты The Washington Times.

Так они пишут про страну, экономика которой “разорвана в клочья”.

MOSCOW — The Central Bank of the Russian Federation announced this week on its website that in March, Russia bought approximately 30 tons of gold, bringing its total gold reserves to 1,238 metric tons. Russia is now the fifth-largest holder of gold reserves, according to the International Monetary Fund. And this is only the gold that Russia wants to the world to know about! As with China, Russia may not be fully reporting its gold reserves to the IMF, which is dominated by the United States. The West should be worried about China’s hoarding of gold as well, but that’s for another column.

Why is this a problem for the West? It’s not if taken in a vacuum of world events. However, when coupled with recent geopolitical history, Russia hoarding gold is a sign of things to come. It is a window into the mind of Russian President Vladimir Putin.

One only has to look at the fiscal and monetary foolishness of the current administration to understand that our overwhelming sovereign debt, profligate spending, and looming vulnerability of our currency, will ultimately bring disaster. Any objective observer can see that our adversaries are looking to the future and attempting to exploit our weaknesses. In the military, they call it assymetric warfare. I’ll just call it smart long-term strategy.

Russia, in spite of all its xenophobia and authoritarianism, has one bright, shining characteristic — Russia does what it thinks is good for Russia. It does things that the Kremlin believes will enhance its national power. It doesn’t do things to appeal to some Western, idealistic, feel-good, politically correct agenda. They’ve been there, done that, and it just didn’t work. It was called the Union of Soviet Socialist Republics. Why the West hasn’t learned from their experience I can’t understand as we are heading down that road.

Russia is not socialist or communist. They are nationalist. In some ways, you could say Russia is more laissez-faire capitalist than the West. There is no safety-net to speak of and oligarchs rule the country. I’ve always said Russia is, in many ways, a hundred and fifty years behind the West in its development. They are experiencing the age of the robber barons with all the problems that type of society will bring.

Moscow is hoarding gold because it believes this will enhance the ruble’s value and stability. Just like China, Russia playing the long game. Russia sees the decline of the economic power of the West and is preparing for the day when the tables will turn.

There is a saying on Wall Street, interest rates are low until they’re not. Currently, Russia’s key interest rate is in the high double digits. The central bank raised rates, despite the damage to the economy, to save the currency. It worked. But Russia has little debt to speak of. In the United States, we are paying basically nothing on a debt approaching $20 trillion. Our political Fed has intervened to keep interest rates artificially low. Even a one percent rise in interest rates will be hundreds of billions of debt service costs, something we simply can’t afford. This is where the gold-backed ruble will hit the road.

Russia knows this. The world knows this. Coupled with our lack of current leadership, our economic weakness has morphed into military and geopolitical weakness around the globe. Just look at what is happening. Bad actors are no longer afraid of the reaction of the United States — we’re broke! And, the process is just getting started. Machiavelli said, “It’s better to be feared than loved.” I fear the United States is neither.

There will be serious, deadly consequences to our irresponsibility, which emanated from both party’s lack of financial discipline. I’m talking fire and brimstone, cats and dogs sleeping together, lost generation kind of stuff. Seriously, younger American generations are going to have to relearn some very hard lessons of the past. They may not survive this coming test.

We have given our economic and possibly military adversaries an economic weapon. It is a ticking time bomb. At some point the Federal Reserve will lose control of the bond market. Our fiat currency will only be worth the paper it is printed on. The top-heavy, Western, socialist, welfare-state societies will collapse under their own weight.

Russia waits for the day when America wakes up and realizes Russia is the country with a gold-backed currency. All of their current economic problems aside, and despite what our president says about his supposed mastery of the global chessboard, Russia waits for the day when it has the economic thumb to wield over the United States. On our current trajectory, it’s not a matter of if, but when.

Jamie Dimon On The US Debt Endgame

Yes, it’s ironic to defer to Jamie Dimon, who lately has far more pressing concerns in justifying the non-criminal nature of his enterprise, on anything – especially which does not involve market manipulation – but for once, Jamie actually had it right when it comes to framing the parody of governance in the US and the real debt problem.

From Bloomberg:

Q. How worried are you that one morning the bond market has moved against the United States?

A. It’s virtually assured, the question is when and how. I don’t know if it will be two years of five years but it will happen. It is a matter of time, the United States can’t borrow indefinitely. Over hundred years bankruptcies of country after country who thought they could get away with it because they had the reserve currency and the military power of the world. We are going to have fiscal discipline. It’s imposed upon us or we do the right thing and do it to ourselves the right way…. America knows the way, it doesn’t have the will.

Of course it doesn’t have the will because the Fed takes away any impetus to act when the “monetary” branch of government will merely push the S&P that much higher and everyone will forget just how broken the economy truly is. And speaking of monetizing, there will no “turn” before the Fed stops monetizing all of it (ref: see what happened when the Fed merely mentioned tapering), and in the process boosting JPM’s excess deposits over loans also known as prop-trading “dry powder” to record all time highs.

Ray Bradbury lived in his 1937 Cheviot Hills home for more than 50 years. After the author of “Fahrenheit 451” died in 2012, the house was readied for sale.

The home was filled with original details, such as built-in bookcases, that surrounded Bradbury for much of his life. The next owner could be proud to live with the echo of Bradbury, the beloved science fiction writer who advised both Walt Disney and NASA.

Or not.

The home, which was purchased in June for $1.765 million, is being demolished. A permit for demolition was issued Dec. 30, Curbed LA reports, and a fan who visited the house over the weekend found it in the process of being torn down.

At the request of friends who’d heard the home was being destroyed, John King Tarpinian paid it a visit. “In only one day half of the house was gone,” he writes at the science fiction site File

Tarpinian took photos of the shattered roof, half-demolished walls and former patio where a knocked-out door frames emptiness behind. “As I was taking pictures locals were walking their dogs. They’d stop to observe and we’d converse,” Tarpinian writes. “One lady had no idea who had owned the house; she was new to the neighborhood. She walked away in tears. Another long time neighbor knew it was Ray’s home and we mutually agreed things like this are just wrong but money wins out. Another young couple had no idea who Ray was … the saddest encounter of all.”

According to Curbed, Bradbury’s house was purchased by “starchitect” Thom Mayne, of the firm Morphosis, and his wife, Blythe Alison-Mayne.

Mayne, who is on the faculty at UCLA, is a winner of the Pritzker Prize. Bradbury, who typed “Fahrenheit 451” on a pay-as-you-go typewriter at the UCLA library, was presented with the National Medal of Arts in 2004.

Materials from Bradbury’s office, including file cabinets, papers and many of the author’s books, have been donated to The Center for Ray Bradbury Studies in Indiana, which is seeking donations to re-create the author’s home office as it appeared in the mid-1960s, “when he was at the height of his power as a creative writer and cultural visionary.”

The City of Portland is warning Portland residents of fraudulent calls to collect Art Tax

Portland, Ore. (KOIN 6) — The City of Portland is warning residents of a telephone scam involving the Arts Education and Access Income Tax.

The Revenue Division has reported several instances of phone scammers targeting Portland taxpayers by claiming to be employees of the IRS collecting the Arts Tax on behalf of the city.

However, the City of Portland has said the IRS is not collecting the Arts Tax on its behalf.

The City of Portland said in reference to the tax, it would not: 1) call to demand immediate payment; 2) call about taxes owed without first having mailed you a letter first; 3) require you to use a specific payment method for your taxes; 4) threaten legal action without prior written notification.

Taxpayers who believe they have received a fraudulent phone call are asked to take note of the telephone number and details regarding the call. To report instances of attempted fraud to the Revenue Division call 503-865-4ART (4278) or e-mail

The Arts Tax is due every year on April 15.

Теперь понятно, почему “полусумасшедшая Правощащитница”, та, что похоронила Футбольную команду и книжных героев, проявляет такую бешеную активность на Украине.

В России ей уже никто не дает… Денег.

Друзья, у меня начинается новый виток работы, очень сложный. К поиску груза 200 прибавляются потихоньку и военнопленные. Оплата дорог, проживания, оплата интернета, телефонов и многое другое по мелочам. Я благодарю тех, кто помог в трудные дни операции. На дорогостоящие препараты тоже пока нужны средства.
Поскольку мои скромные накопления закончились, а в России все карты перекрыли, обращаюсь с просьбой о помощи. Понимаю, что волонтеры собирают деньги для армии. У меня работа более размытая, но загруженность неимоверная. Я публикую полные реквизиты, на которые можно кинуть средства. Кто может – помогайте.


Видимо, в России никакие лучи не приносят ей никаких денег. Вообще, на мой взгляд, самые отвратительные и мерзкие мошенники это те, кто пользуется горем людей. Те, кто вот, как Васильева, дает надежду людям, хорошо осознавая, что надежды нет.
