North Carolina city approves ‘reparations,’ apologizes for role in slavery
The council voted 7-0 on a measure to mitigate racial disparities
North Carolina’sAsheville City Council apologized for its role in slavery and racial discrimination, voting unanimously to provide reparations in the form of community investments to help Black residents.
The council voted 7-0 on Tuesday night on the measure to mitigate racial disparities. The reparations will not provide direct cash payments, as some have suggested, but will provide investments in housing, health care and career growth in Black neighborhoods.
Councilwoman Shaneika Smith, who is Black, said the council had gotten emails from those “asking, ‘Why should we pay for what happened during slavery?'”
“[Slavery] is this institution that serves as the starting point for the building of the strong economic floor for White America, while attempting to keep Blacks subordinate forever to its progress,” said Smith, as reported by theAsheville Citizen Times.
The resolution calls on the city to create a Community Reparations Commission to make concrete recommendations of where to funnel programs and resources.
“The resulting budgetary and programmatic priorities may include but not be limited to increasing minority home ownership and access to other affordable housing, increasing minority business ownership and career opportunities, strategies to grow equity and generational wealth, closing the gaps in health care, education, employment and pay, neighborhood safety and fairness within criminal justice,” the resolution reads.
“Hundreds of years of Black blood spilled that basically fills the cup we drink from today,” said Councilman Keith Young, who is one of two African-American city council members and spearheaded the proposal.
“It is simply not enough to remove statutes. Black people in this country are dealing with issues that are systemic in nature,” Young continued.
Councilman Vijay Kapoor, who is known to split with Smith and Young on police and budget issues, said he supported the resolution for moral reasons, but urged skeptics to look at the “practical reason” — data showing large disparities between African-Americans and other Asheville residents.
“We don’t want to be held back by these gaps,” Kapoor said. “We want everyone to be successful.”

Squirrel In Morrison Tests Positive For Bubonic Plague
JEFFERSON COUNTY, Colo. (CBS4) – A squirrel in Jefferson County tested positive for bubonic plague. Jefferson County Public Health says the squirrel was found in Morrison.
Yersinia pestis, a bacteria, causes the infectious disease. Humans can be infected by the plague through bites from infected fleas or by indirect exposure, such as cough, or direct exposure, like a bite, from an infected animal.
An infected person or animal can suffer from high fever, chills, headache, nausea and swelling of lymph nodes. The symptoms show up within two to seven days after exposure.
Antibiotics can treat the disease.
Jefferson County Public Health recommends the following precautions be taken to protect yourself and your pets from plague.
Eliminate all sources of food, shelter and access for wild animals around the home.
Do not feed wild animals.
Maintain a litter and trash-free yard to reduce wild animal habitats.
People and pets should avoid contact with sick or dead wild animals and rodents.
Use precaution when handling sick pets. Have sick pets examined by a veterinarian.
Consult with your veterinarian about flea and tick control for your pets.
Keep pets from roaming freely outside the home where they may prey on wild animals and bring the disease home with them.
This is the first case of bubonic plague in the county.

It wasn’t hard to find Lincoln County’s mask directive. A summary — in large font — featured prominently on the COVID-19 web page of the Oregon county’s health department. It was topped with a link to the full text of the order.
The policy was nearly identical to one instituted three weeks prior without much fuss, governing Lincoln County’s courthouses and other public buildings. And it looked a lot like the ones six other Oregon counties issued after Gov. Kate Brown mandated masks be worn in seven counties where COVID-19 was rising sharply.
The one notable difference between Lincoln County’s policy and the others: it clearly spelled out something that the other six counties only implied: that “people of color who have heightened concerns about racial profiling and harassment due to wearing face coverings in public” are exempt from the rule.
And that’s what people focused on.
They sent emails. They called. They texted. County commissioners and public health officials, already overwhelmed trying to handle a growing outbreak in the small coastal county, found their phones unusable. They set up a separate line just to handle the complaints.
“My first thought was, ‘Oh god, we’re still in the middle of a pandemic with an active outbreak going on.’ Our staff is tired, we have a lot of people we’re trying to care for, and we’re calling our legal counsel saying, ‘Oh my god, what is going on,’” said Lincoln County Commission Chair Kaety Jacobson.
The calls and comments fell into two main categories:

Berlin authorities placed children with pedophiles for 30 years
The ‘Kentler Project’ in West Berlin routinely placed homeless children with pedophile men, assuming they’d make ideal foster parents. A study has found the practice went on for decades.
Starting in the 1970s psychology professor Helmut Kentler conducted his “experiment.” Homeless children in West Berlin were intentionally placed with pedophile men. These men would make especially loving foster parents, Kentler argued.
A study conducted by the University of Hildesheim has found that authorities in Berlin condoned this practice for almost 30 years. The pedophile foster fathers even received a regular care allowance.
Helmut Kentler (1928-2008) was in a leading position at Berlin’s center for educational research. He was convinced that sexual contact between adults and children was harmless.
Berlin’s child welfare offices and the governing Senate turned a blind eye or even approved of the placements.
Several years ago two of the victims came forward and told their story, since then the researchers at Hildesheim University have plowed through files and conducted interviews.
What they found was a “network across educational institutions,” the state youth welfare office and the Berlin Senate, in which pedophilia was “accepted, supported, defended.”
Kentler himself was in regular contact with the children and their foster fathers. He was never prosecuted: By the time his victims came forward, the statute of limitations for his actions had expired. This has also thus far prevented the victims from getting any compensation.
The researchers found that several of the foster fathers were high-profile academics. They speak of a network that included high-ranking members of the Max Planck Institute, Berlin’s Free University, andthe notorious Odenwald Schoolin Hesse, West Germany, which was at the center of a major pedophilia scandal several years ago. It has since been closed down.
Berlin’s senator for youth and children, Sandra Scheeres called the findings “shocking and horrifying.”
A first report on the “Kentler experiment” was published in 2016 by the University of Göttingen. The researchers then stated that the Berlin Senate seemed to lack interest in finding out the truth.
Now Berlin authorities have vowed to shed light on the matter.

Former Obama administration national security adviserSusan Ricebizarrely suggested in a televised interview Sunday that the Russians could be behind the violent nationwide demonstrations following the in-custody death of George Floyd, although she offered no evidence for the incendiary claim.
Rice’s made the claim after top Democratsinsistedfor years that the White House had conspired with Russia, although Special Counsel Robert Mueller found no evidence to support any conspiracy with Russia by any U.S. actor to influence the 2016 election. Her remarks also came amid efforts by Democrats to pin the blame on outside white supremacist agitators, even though data suggests the vast majority of arrested protesters in recent days are local.
“To designate Antifa a terrorist organization, fine, but let’s also focus on the right-wing terrorist organizations,” Rice told CNN’s Wolf Blitzer, referring to President Trump’s decision earlier in the day tobrand the left-wing militant group as a terrorist organization. “The white supremacists that he’s called, in the past, very fine people.”
Rice’s claim that Trump praised white supremacists has been debunked. Like Rice, Trump specifically made a distinction between peaceful political protesters and white supremacists, whom Trump said he condemned “totally.” (“Very fine people” were protesting the censorship and removal of a Civil War statue, Trump said.)
Rice continued: “We have peaceful protesters focused on the very real pain and disparities that we’re all wrestling with that have to be addressed, and then we have extremists who’ve come to try to hijack those protests and turn them into something very different. And they’re probably also, I would bet based on my experience, I’m not reading the intelligence these days, but based on my experience this is right out of the Russian playbook as well.”
“I would not be surprised to learn that they have fomented some of these extremists on both sides using social media,” Rice said. “I wouldn’t be surprised to learn that they are funding it in some way, shape, or form.”
Even left-of-center commentators were bewildered by Rice’s claim, which was not supported by any evidence. Although Mueller concluded that Russian-linked actors sought to use social media to influence the 2016 election, no evidence surfaced to show that their effort was successful in any measurable way. Earlier this year, the DOJabruptly droppedMueller’s once-heralded prosecution of a Russian troll farm, just days before trial.
Journalist Aaron Mate tweeted, “Apparently Susan Rice just told CNN that Russians might be backing or financing this week’s protests in the US.”
“You cannot make this sh– up,”added Eoin Higgens, a journalist at the progressive outlet Common Dreams, in a post retweeted by Mate. “F—ing deranged.”
Scattered efforts by the Democrats to condemn some of the protesters have relied on inaccurate information and unfounded assertions that contradict available data and video evidence. Minneapolis Mayor Jacob Frey, for example, said Saturday that officials thought “white supremacists” and “out-of-state instigators” could be behind the protests in the wake of Floyd’s death, and Minnesota Gov. Tim Walz also claimed most of the protesters arrested were from outside Minneapolis and sought to take advantage of the chaos.
“We are now confronting white supremacists, members of organized crime, out of state instigators, and possibly even foreign actors to destroy and destabilize our city and our region,” Frey had tweeted Saturday.
