It wasn’t hard to find Lincoln County’s mask directive. A summary — in large font — featured prominently on the COVID-19 web page of the Oregon county’s health department. It was topped with a link to the full text of the order.

The policy was nearly identical to one instituted three weeks prior without much fuss, governing Lincoln County’s courthouses and other public buildings. And it looked a lot like the ones six other Oregon counties issued after Gov. Kate Brown mandated masks be worn in seven counties where COVID-19 was rising sharply.

The one notable difference between Lincoln County’s policy and the others: it clearly spelled out something that the other six counties only implied: that “people of color who have heightened concerns about racial profiling and harassment due to wearing face coverings in public” are exempt from the rule.

And that’s what people focused on.

They sent emails. They called. They texted. County commissioners and public health officials, already overwhelmed trying to handle a growing outbreak in the small coastal county, found their phones unusable. They set up a separate line just to handle the complaints.

“My first thought was, ‘Oh god, we’re still in the middle of a pandemic with an active outbreak going on.’ Our staff is tired, we have a lot of people we’re trying to care for, and we’re calling our legal counsel saying, ‘Oh my god, what is going on,’” said Lincoln County Commission Chair Kaety Jacobson.

The calls and comments fell into two main categories:

UNITED STATES (WJW) — Some Americans are calling for a newnational anthemamid the nationwide trend of removing monuments, statues and other symbols that have ties to slavery.

Francis Scott Key wrote the poem “Defence of Fort M’Henry” on Sept. 14, 1814 when he saw the US flag flying over the fort at dawn’s early light, according to the Smithsonian Institute,

This poem later served as the lyrics for “The Star-Spangled Banner,” which became the official national anthem of the US in 1931.

However, citizens are now asking for a new national anthem because of Key’s ties to slavery.

The Smithsonian reports that Key was a slave owner and defended slave owners’ rights to own human property.

Achange.org petitionwas recently created to change the national anthem to “America the Beautiful.”

The petition alleges that not only did Key own slaves, but also that the song itself “contains racism, elitism and even sexism embedded in its third and fourth stanzas.”

Petition creators also argue the song is focused on victory and military strength and does not exemplify the American values of brotherhood, national unity and patriotism. They also cite references of inequality among men and women.

Those encouraging the change also argue that “America the Beautiful” is not only timeless but also “expresses and celebrates the highest of all ideals – i.e. brotherhood within our borders, deference to our natural resources. and indirectly alludes to the safeguarding and conservation of our air, water, and land. And in its later stanzas it also clarifies just laws, heroism and patriotism.”

Several twitter users have responded to the petition, some in opposition, others suggesting other patriotic songs that they believe could make for a good anthem.

The petition was created just days after protesters in San Francisco toppled a statue of Key during demonstrations against racial injustice.

The statue was one of three that were overturned in Golden Gate Park on Monday,Fox News reports. The others included a statue of Junípero Serra, an 18th-century missionary who was declared a saint in the Catholic Church and former President Ulysses S. Grant. Grant led his Union army to victory againstthe Confederacyduring the Civil War.

Protesters have torn down several statues of Confederates and other historical figures located across the country in response to the death ofGeorge Floyd, who died on Memorial Day in Minneapolis police custody.

President Donald Trumphaspromised executive action to protect monumentsin response to the protesters’ actions.

“We are looking at long-term jail sentences for these vandals and these hoodlums and these anarchists and agitators,” Trump said.

The President also argued that “we should learn from the history,” stating, “if you don’t understand your history, you will go back to it again.”

The petition also comes after theUS Soccer Board of Directors voted to repealPolicy 604-1, which required players to stand during the national anthem.

The policy was put in place after Megan Rapinoe kneeled in solidarity with thepeaceful protest inspired by Colin Kaepernick, who was protesting police brutality, and the systematic oppression of Black people and people of color in America.

US soccer officials say “it has become clear that this policy was wrong and detracted from the important message of Black Lives Matter.”

Hartford, Connecticut —Three Connecticut girls who have run high school track have filed a federal discrimination complaint saying a statewide policy on transgender athletes has cost them top finishes in races and possibly college scholarships.

The complaint filed Monday with the U.S. Education Department’s Office for Civil Rights was submitted by the conservative Christian law firm Alliance Defending Freedom on behalf of the girls, who are asking for an investigation of the policy and orders that would make competitions fair. The complaint also cites the federal Title IX rules aimed at equal rights in sports for female athletes.

“Girls deserve to compete on a level playing field,” said Christiana Holcomb, legal counsel for Alliance Defending Freedom. “Women fought long and hard to earn the equal athletic opportunities that Title IX provides. Allowing boys to compete in girls’ sports reverses nearly 50 years of advances for women under this law. We shouldn’t force these young women to be spectators in their own sports.”

The Connecticut Interscholastic Athletic Conference, which governs high school sports in the state, says its policy follows a state anti-discrimination law requiring students to be treated in school according to the gender with which they identify. That means that athletes can compete according to their expressed gender identity as opposed to their sex assigned at birth.

A spokesman for the conference had no immediate comment on the complaint Tuesday. The lawsuit follows other national debates that have brought greater awareness to transgender Americans. Last year, President Trump issued an order banning transgender troops from openly serving in the military, and the Supreme Court has been presented with cases seeking to define transgender bathroom policies, though it has so far declined to get involved.

The argument in Connecticut that gender identity amounts to an unfair advantage in sports is a recurring one in the complex debate around intersex and transgender athletes as they break barriers in sports around the world from high school to the pros.

Earlier this week, Olympic running sensation Caster Semenya — who reportedly has some intersex traits — won an interim ruling in her battle against track and field’s governing body. The Swiss supreme court ordered the suspension of regulations that would require female runners with unusually high testosterone to take medication to reduce their levels of the male sex hormone if they want to compete in certain events.

The complaint from Connecticut says transgender girls have been consistently winning track and field events and the policy violates federal protections for female athletes.

The athletes who filed the complaint include Selina Soule, of Glastonbury High School, and two others whose names and schools were not disclosed.

Soule told The Associated Press earlier this year, after competing in a 55-meter dash won by a transgender student, that the issue is about fairness on the track.

“We all know the outcome of the race before it even starts; it’s demoralizing,” she said. “I fully support and am happy for these athletes for being true to themselves. They should have the right to express themselves in school, but athletics have always had extra rules to keep the competition fair.”

Two transgender female athletes who’ve been competing in high school track competitions were named in the suit. Both of the teens, Terry Miller and Andraya Yearwood, have won state titles in various events, the Hartford Courant reports, and have spoken openly about their transgender identity.

Yearwood’s father, Rashaan, told the Courant, “As a human being — not as Andraya’s father — it’s disappointing that, in 2019, we’re still debating who gets to participate and who doesn’t.” He added, “You would hope we’d gotten to a place in 300-plus years as a country that we’re not debating who should be included, and who should not be. There is no place for exclusion.”

Connecticut is one of at least 17 states that allow transgender high school athletes to compete without restrictions, according to Transathlete.com, which tracks state policies in high school sports across the country.

CoronaVirus in Oregon

Marion County.

PORTLAND, Ore. (KOIN) — Marion County had the most confirmed and presumptive COVID-19 cases of the 17 counties in the Monday report from the Oregon Health Authority.

Of the 146 cases reported, Marion County had 47, followed by Washington’s 27, Multnomah’s 17, Clackamas’ 15 and Umatilla’s 11. That means 5 counties accounted for 117 of the 146 cases.

The other counties with cases are Benton, Deschutes, Douglas, Hood River, Jackson, Jefferson, Lane, Lincoln, Morrow, Union, Wasco and Yamhill.

Two more people died from COVID-19, authorities said — a 68-year-old man in Lincoln County and a 90-year-old woman in Marion County.

There is now a total of 7083 cases reported in Oregon with 192 deaths.

11:30 p.m.

The group of people at NE Sandy and 57th has pulled down the George Washington statue and vandalized it with graffiti. Those responsible have left and police are now on the scene.

Protesters near the Justice Center have started walking north on SW 6th Street.

10:40 p.m.

There are dozens of people now at NE Sandy and 57th. Some appear to be trying to set up a road barricade using newspaper stands and other items. The KOIN 6 crew at the scene hasn’t heard or seen any Black Lives Matter messaging, signs or chants.

10:20 p.m.

A small crowd of protesters has gathered outside of the Justice Center in downtown Portland and are chanting slogans like “Black lives matter!” Some people have shaken the fence and sailed paper airplanes over the top into the police-only zone.

9:30 p.m.

About 20 demonstrators have covered the head of a statue of George Washington in a flag and set fire to the flag at NE Sandy and 57th. There also appears to be some graffiti on the statute.

JeffersonPORTLAND, Ore. (KOIN) — After a night of protests, the Jefferson statue that stood outside of a North Portland high school has been toppled.

Earlier Sunday evening, the steps of Jefferson High School was the sight of a Black Lives Matter rally led by Rose City Justice. Organizers spoke in front of a Jefferson statue—its base spray-painted with the phrase “Slave Owner.”

Some time after the march moved on toward Alberta Park, the statue was toppled. It is unclear who did it and if they were involved in the Black Lives Matter march that was staged there hours before.

The statue was the third to be taken down this weekend in Oregon, after two statues at the University of Oregon – the Pioneer Man and the Pioneer Mother – were taken down on Saturday evening.

To Greatness

NYC’s 8 p.m. curfew will be extended for rest of the week: de Blasio

Mayor Bill de Blasio announced that he’s extending the Big Apple’s citywide 8 p.m. curfew, which kicks off Tuesday, through the rest of the week following a second night of the city descending into chaos thanks to throngs of looters and a largely unenforced 11 p.m. shutdown.

The new curfew will continue for the rest of the week from 8 p.m. to 5 a.m., de Blasio said during his daily City Hall press briefing as he acknowledged that riots and looting are likely to continue.

“We’re going to have a tough few days,” the mayor said, adding, “We will find a way through.”

Hizzoner said, “We’re going to ensure there are additional NYPD resources where they are needed.”

The curfew extension comes after the pandemonium unfolded overnight with hundreds of looters storming Manhattan and areas of The Bronx following demonstrations over the police-involved death of George Floyd in Minneapolis.

On Monday, de Blasio announced an 11 p.m. curfew that was largely disregarded.

Russians is everywhere. The Coronavirus side effects

Former Obama administration national security adviser Susan Rice bizarrely suggested in a televised interview Sunday that the Russians could be behind the violent nationwide demonstrations following the in-custody death of George Floyd, although she offered no evidence for the incendiary claim.

Rice’s made the claim after top Democrats insisted for years that the White House had conspired with Russia, although Special Counsel Robert Mueller found no evidence to support any conspiracy with Russia by any U.S. actor to influence the 2016 election. Her remarks also came amid efforts by Democrats to pin the blame on outside white supremacist agitators, even though data suggests the vast majority of arrested protesters in recent days are local.

“To designate Antifa a terrorist organization, fine, but let’s also focus on the right-wing terrorist organizations,” Rice told CNN’s Wolf Blitzer, referring to President Trump’s decision earlier in the day to brand the left-wing militant group as a terrorist organization. “The white supremacists that he’s called, in the past, very fine people.”

Rice’s claim that Trump praised white supremacists has been debunked. Like Rice, Trump specifically made a distinction between peaceful political protesters and white supremacists, whom Trump said he condemned “totally.” (“Very fine people” were protesting the censorship and removal of a Civil War statue, Trump said.)

Rice continued: “We have peaceful protesters focused on the very real pain and disparities that we’re all wrestling with that have to be addressed, and then we have extremists who’ve come to try to hijack those protests and turn them into something very different. And they’re probably also, I would bet based on my experience, I’m not reading the intelligence these days, but based on my experience this is right out of the Russian playbook as well.”

“I would not be surprised to learn that they have fomented some of these extremists on both sides using social media,” Rice said. “I wouldn’t be surprised to learn that they are funding it in some way, shape, or form.”

NY POST: SUSAN RICE’S BLATANT BID TO COVER OBAMA’S BUTT

Even left-of-center commentators were bewildered by Rice’s claim, which was not supported by any evidence. Although Mueller concluded that Russian-linked actors sought to use social media to influence the 2016 election, no evidence surfaced to show that their effort was successful in any measurable way. Earlier this year, the DOJ abruptly dropped Mueller’s once-heralded prosecution of a Russian troll farm, just days before trial.

Journalist Aaron Mate tweeted, “Apparently Susan Rice just told CNN that Russians might be backing or financing this week’s protests in the US.”

“You cannot make this sh– up,” added Eoin Higgens, a journalist at the progressive outlet Common Dreams, in a post retweeted by Mate. “F—ing deranged.”

Scattered efforts by the Democrats to condemn some of the protesters have relied on inaccurate information and unfounded assertions that contradict available data and video evidence. Minneapolis Mayor Jacob Frey, for example, said Saturday that officials thought “white supremacists” and “out-of-state instigators” could be behind the protests in the wake of Floyd’s death, and Minnesota Gov. Tim Walz also claimed most of the protesters arrested were from outside Minneapolis and sought to take advantage of the chaos.

“We are now confronting white supremacists, members of organized crime, out of state instigators, and possibly even foreign actors to destroy and destabilize our city and our region,” Frey had tweeted Saturday.

Are businesses required to close during the curfew?  The curfew does not require businesses to close, but it does mean that the public should not be travelling to and from businesses like restaurants or retailers during the curfew, so some business may choose to close during these hours.

I use public transportation, or a ride-hailing app, for transportation.  Am I allowed to use those during the curfew?  Yes, you can use public transportation like TriMet, or a ride-hailing app like Lyft or Uber, to travel for any purpose allowed under the curfew.  These methods of transportation will continue to operate unless circumstances require them to be closed to protect public health and safety.

What if I need to go to the hospital during the curfew?  People are allowed to seek emergency medical care during the curfew.

My situation at home is not safe, and I may need to leave.  Can I leave during the curfew to avoid an unsafe living situation?  Yes, the curfew allows people to leave unsafe circumstances, which would include domestic violence, fire, criminal conduct, or any other unsafe circumstance.

I am experiencing homelessness and don’t have a place to go inside.  How does the curfew apply to me?  The curfew does not apply to those experiencing homelessness since they do not have another place to go.  The City asks those experiencing homelessness to help protect the safety of the community by voluntarily restricting their travel in public places during the curfew.

Are there other exemptions from the curfew?  The curfew also does not apply to law enforcement, fire fighters, medical personnel, or members of the news media.

How is the City’s curfew different from the Governor’s Stay Home, Stay Safe order?  The City’s curfew is aimed at protecting public safety and reducing property damage and personal injury during a civil disturbance, while the Governor’s Stay Home, Stay Safe order is aimed at reducing the spread of the coronavirus.  However, under both the curfew and Stay Home order, Portlanders should be remaining at home whenever possible, and the curfew only applies during the limited hours from 8:00 p.m. on Sunday, May 31st to 6:00 a.m. on Monday, June 1st, unless extended.

What are the penalties for violating the curfew?  Violation of the curfew is subject to a fine of not more than $500.00 and to potential violation of local, state, and federal law.

Mayor Wheeler’s Executive Order Declaring State of Emergency Includes Temporary Curfew

Members of the media,

Please help us remind our community that Mayor Ted Wheeler’s Executive Order declaring a State of Emergency (attached) includes a curfew taking effect from 8 p.m. tonight to 6 a.m. Sunday morning.

Please also remind your readers and audiences that the Portland Bureau of Emergency Management will be sending out a Wireless Emergency Alert (WEA) later today reminding all in the community about the curfew. We’re asking to remind everyone that when the message is received, to please not call 911 unless someone is experiencing an actual emergency.

We understand there are many questions and concerns throughout the community relating to the curfew. We have posted both the Emergency Declaration and a copy of FAQs about the curfew on Mayor Wheeler’s website at this link.  Please feel free to share it.

We truly appreciate your cooperation and help in keeping our community informed and safe!
